Franklin Springs, Ga. — Carroll Campus Development is at work on the second phase.
Franklin Springs, Ga. — Carroll Campus Development has started another phase of development on the campus of Emmanuel College, a private, Christian college in Franklin Springs. The Greensboro, N.C.-based company completed Roberson Hall in 2010. Phase II will house 144 students and is expected to be complete fall 2013.
